2008 Report - Backgrounder:
The focus of the report is on ensuring equitable access to FSL programs for all students in Canada. Guest commentaries by FSL experts address policies and practices that limit access. They speak to the need to encourage and include under-represented groups - allophone students, academically challenged students, and students in small and rural school districts where low student populations make offering a variety of programs challenging.
Ipsos Reid Survey:
CPF commissioned Ipsos Reid to conduct a small national survey of about 500 supervisors of bilingual employees to learn more about the nature of the job market in Canada, outside of Quebec and outside of the public service, for workers who can communicate in both English and French. The report presents survey findings and calls on government and education stakeholders to conduct larger-scale surveys so that parents, students and employers are aware of the demand for bilingual employees.

CPF Branch-Reported Improvements to Access to Provincial and Territorial FSL Education:
In keeping with the equitable access theme of this report,
Canadian Parents for French Branches across the country have
provided examples of successful strategies to improve access to
French-second-language (FSL) programs. It is to be hoped that
these successes will encourage FSL educators and decisionmakers
to intensify their efforts to achieve positive change in
other areas.

How was the report created?
The 2008 report was created with the participation and co-operation of CPF Branches across the country. CPF Branches gathered information regarding FSL education in each province/territory, with the co-operation of ministries of education. The National Office also worked directly with ministries of education to gather enrolment data.
